Bamberg County Finance Department

Pay Grade 14 (The Salary Range is $28,734 - $40,320)


Bamberg County is seeking an Accountant II to assist the County Controller in coordinating County finances, accounting, and reporting, to ensure compliance with generally accepted accounting principles and other regulatory requirements.  Qualified applicants must possess a Bachelor of Science degree in Accounting, Finance or closely-related field, minimum of one-year experience in accounting, bookkeeping, or closely-related field, prior experience in governmental accounting preferred.  Experience with audit activities and managing reporting, budget analysis, accounts payable and receivable, general ledger, payroll and accounting for grants.


The person hired will be responsible to oversee County’s Debt Set-Off program, requiring coordination with multiple County offices and departments, including the Treasurer, Delinquent Tax Collector, Magistrate, Clerk of Court, and Public Works/Solid Waste. 


Assists Controller and Finance Director in preparation of annual operating and capital budget.  Work consists of collecting and summarizing departmental budget requests, meeting with department heads to gather sufficient details to support annual budget requests, and preparing information for budget presentations.  Analyzes monthly revenue and expenditures, comparing actual results to the budget.  Keeps Controller and Finance Director informed of any unusual transactions and of any line-items in the budget that are overspent.  Responsible for aiding the Controller in maintaining the County’s capital asset records, inputting all assets into the County’s fixed asset system, and maintaining the records by adding and/or deleting records as assets are acquired or retired. 

Codes invoices to proper budgetary accounts and processes appropriate documentation to aid Controller and Finance Director in the approval process of invoices.  Also, work with vendors to resolve issues on invoices and perform research on purchase history of certain vendors.

Qualified applicants must engage community support to improve the environmental health in Bamberg County. Plan, implement, and direct beautification, litter prevention and waste reduction activities. Work to support and improve countywide recycling program, as well as other county-based environmental initiatives. Work is performed with considerable independence under the supervision of the County Administrator.

The applicant must develop and coordinate countywide programs to help pursue ways to reduce the amount of waste entering the county’s landfills.   Also, identify both sources of recyclables and end-markets for recyclable materials.


Education and Experience:

  • Associate's Degree in program coordination, environmental, landscaping and horticulture, experience must include collaboration with board members;
  • Master Gardener training or the ability to complete the course work;
  • Public/media relations experience required or a related field;
  • One (1) year of recycling programs experience; or
  • Any equivalent combination of education and experience.


    Necessary Knowledge, Skills and Abilities:

  • Ability to develop, coordinate, and direct varied activities involved in a community recreation program; Ability to establish and maintain effective working relationships with employees, supervisors, other agencies, participants, instructors, community leaders, and the general public; Ability to communicate effectively orally and in writing; Ability to plan and supervise the work of paid staff and volunteers; ability to remain calm in a crisis situations.



  • Valid SC driver's license or ability to obtain one.
  • First Aid and CPR certification or ability to obtain.



Pay Grade 18  Minimum:  $26,219    Medium:  $32,773      Maximum:  $39,328


Qualified applicants must perform responsible protective service work in the enforcement of ordinances regulating environmental and litter control within the County; does related work as required and reports to the Director of Operations.



Regular attendance is required for the successful functioning of this position; Receives, processes, and concludes code enforcement/litter complaint calls; Patrols and enforces State and County litter control laws; Investigates litter and dumping sites; Prepares and files litter control records and reports for Director of Operations, and others as assigned; Conducts routine patrol for litter violations and for the enforcement of Bamberg County Litter Ordinances and South Carolina State Laws; Issues appropriate citations for litter violations; Keeps appropriate records and prepares periodic reports; Appears in court as appropriate in cases involving violations of local and state litter related ordinances; Responds to after-hours calls in regards to litter infractions, illegal dumping and other issues as needed; Conducts field inspections to identify code enforcement violations; Researches with other recyclers to assure the County receives fair prices for recyclables and coordinates with County departments and outside agencies for litter education programs and public relation events.



  • Associate Degree in Criminal Justice or related field preferred.
  • One to three (1-3) years experience and/or training in litter control and/or recycling practices. 
  • Basic computer skills to include Microsoft Word, Excel and Outlook.



  • Must possess a valid SC Driver’s License.
  • Must possess a Class Three Law Enforcement Certificate from the South Carolina Criminal Justice Academy, within one year of hire date, to be eligible for position.
